Context:

Throughout the past years, IOM has strengthened its institutional policies and commitments on protection in humanitarian settings. In 2016, the IOM Council approved the IOM’s Principles for Humanitarian Action, in which Chapter IV is entirely dedicated to IOM’s commitments to protection. IOM places protection at the centre of its humanitarian action . Indeed, IOM is committed to the Inter-Agency Standing Committee (IASC) Statement on the Centrality of Protection and to implementing the IASC Policy on Protection in Humanitarian Action. Thus, IOM has significantly enhanced its protection programming, whilst increasing its protection workforce and building its capacity. IOM’s Protection in Humanitarian Action (PiHA) framework, launched in 2019, aims to provide Page 1 / 5 the Organization with a strategic, predictable and consistent approach to protection. Embedded in its broader approach to protection, and building on knowledge and good practice, IOM launched and is rolling out its Institutional Framework to address Gender-based violence in Crises (GBViC) grounded on IOM’s overall vision that crisis-affected persons live free from Gender-based violence (GBV). The GBViC framework represents a major step in the institutionalization of actions to address GBV across IOM’s emergency programming, reaching a key commitment made under the Global Call to Action to Address GBV in Emergencies. Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Senior Programmes Coordinator (Protection), the successful candidate will be responsible for the implementation of several aspects of the IOM Protection response in Yemen. S/he will have a specific focus on providing technical protection guidance, advice and actions related to strengthening IOM’s overall capacity on policy awareness, protection sensitivity, protection case management, technical guidance on counter trafficking, migration management, international normative frameworks and national legal structures. In addition to this s/he will participate in the development of strategic frameworks and in the follow up of implementation for migration protection and assistance and protection interventions to extremely vulnerable Internally Displaced Persons (IDPs), returnees, and other persons.

    四人斗地主1. Contribute to the development of policy guidance, framed in line with IOM PiHA and GBViC frameworks, to guide and support implementation of IOM protection interventions in Yemen.

    2. Develop and coordinate the roll out of a comprehensive capacity building initiative to facilitate the strengthening of the integration of protection into IOM multi-sector interventions, building on IOM’s approach to protection and protection mainstreaming, including PiHA and GBViC, and bolster protection capacities within an emerging IOM protection team, and where required with external stakeholders (partners, authorities, and other actors).

    四人斗地主3. Prepare high quality analytic products including a system of regular protection monitoring reports to assist with decision making, programmatic direction, and contributions to internal and external submissions related to protection of civilians.

    4. Identify new project opportunities, describe and justify project possibilities consistent with IOM PiHA and GBViC frameworks, approved programmes and ongoing activities.

    5. Coordinate the rollout of an established case management system to strengthen IOMs capacity to respond to child protection, gender-based violence, trafficking, victims of war, marginals/excluded, migrants and other extremely vulnerable groups.

    四人斗地主6. Liaise with various IOM stakeholders and partners to facilitate strengthening of approaches to counter trafficking, to support lessons learned and the development of best practice, and to support dialogue on key additional issues, as required.

    7. Maintain working relationships with the relevant protection fora, UN, International non-governmental organizations (INGOs), civil society and other actors to facilitate and support a coordinated, collaborative and informed approach to conducting protection activities in Yemen. Act as a resource person in international migration law, and other international normative frameworks.

    8. Ensure cross-cutting issues are integrated in the Protection programming such as GBV closely in line with the GBViC framework, Child Protection, Accountability to Affected Populations (AAP) and other protection related mainstreaming.

    Required Qualifications and Experience:

    Education

    • Master’s degree in International Relations, International Law, Conflict Resolution, Social Sciences, Management or a related field from an accredited academic institution with five years of relevant professional experience; or

    Experience

    四人斗地主• Demonstrated experience in managing Protection related programmes, at a managerial professional level in emergency and conflict environment; Demonstrated experience in managing and mentoring staff; Protection, technical and managerial experience to guide and lead the Protection project teams.

四人斗地主IOM started operating in Yemen in 1994 when the organization assisted in evacuating migrants from Aden stranded during the civil war. The government of Yemen has been a member state of IOM since 1999 and a first status agreement with the government was signed in 2001. IOM has worked closely with the Ministry of Expatriate Affairs on Yemeni migrant communities abroad and/or returning to Yemen; it continues providing transportation assistance to migrants stranded in Yemen and victims of trafficking in conjunction with Immigration authorities. In 2006, counter trafficking technical assistance was provided in Haradh in coordination with UNICEF to build the capacity of shelters for Yemeni minors. In 2007, an IOM Office was established in Sana’a to work more closely in assisting stranded migrants.  The 2001 status agreement was further ratified by the Ministry of Foreign Affairs (MoFA) in 2013.

四人斗地主In addition to the mission in Sana’a, two IOM sub IOM-offices operate in Aden and Hodeidah (the latter was moved from Haradh in 2015 because of the conflict). There are three IOM Migrant Response Points - in Aden, Bab Al Mandeb, and Hodeidah - to address the immediate needs of vulnerable migrants. IOM field teams operate and have local presence in 15 governorates.
