Overview of position

 

Our client is looking to strengthen its protection workforce in the country with a Protection Officer dedicated to Alternatives to Detention. The Protection Officer will be managing the components of the mission’s protection projects. This will include provide technical guidance to the mission’s overall strategy on alternatives to detention including advocacy messaging & capacity building of the country authorities, provide operational support to the case workers & ensure service delivery under partnership agreements with specialized actors

    Role objectives  

     

    四人斗地主Under the direct supervision of the Head of the Protection Unit & the overall supervision of the Deputy Chief of Mission, the incumbent will:

    • Support in building capacities or enhance existing ones among the country based protection colleagues & governmental & nongovernmental counterparts on our client protection standards, internal guidelines & practices as well as international protection standards with a focus on standards & guidelines related to alternatives to detention. 
    • Provide technical & strategic guidance to our clients ‘mission on the continuation of the ATD program & expand the program to new thematic areas including (but not limited to) legal review & labor market integration.  
    • Ensure continuation of the community hosting program in the country & expand the program to other geographical areas. This includes close liaison with embassy representatives in finding suitable host families & with our client legal department on issuance of relevant documentation. 
    • Oversee the establishment & management of the safe shelter in the country & progressive expansion to other geographical areas. Establish relevant agreements for partnership for the running & management of the community hosting program & safe shelter(s).  
    • Liaise with relevant governmental counterparts including Ministry of Interior & Ministry of Social Affairs & other stakeholders that are involved in the running of the shelter(s). 
    • Provide technical guidance & supervision of our client ATD case workers & project assistants & address all punctual & relevant issues that might emerge during the exercise of their functions. 
    • Ensure coordination with other UN agencies & humanitarian actors in the country on ATD to share best practices & avoid overlapping on implementation of ATD solutions as well as to refer individuals eligible for alternatives to detention.
    • Prepare reports on ATD related activities; prepare briefing, statistical/narrative reports & background notes including specific information requested by our client, govt's. & other entities. 
    • Participate in donor briefings to provide technical inputs on the ATD programming & contribute with inputs to project proposals/funding opportunities for the expansion of our clients’ ATD program. 
    • Perform any other duties as may be assigned.

Qualifications & Experience المؤهلات والخبرات

    Key competencies

    Education & Experience:

    - University Degree, preferably in Law, Political or Social Sciences, or Social Work, or competencies equivalent to a combination of training & experience.
    - A minimum of 3 years’ experience in the field of migration, IDP & refugee assistance & protection, experience of working in detention settings & on alternatives to detention is an asset.
    - Experience in emergency operations & liaison with other UN & non-UN humanitarian actors.

    Languages:
    - Fluent in English (essential) & knowledge of Arabic & French (desirable).

    - Knowledge of IASC cluster system & inter agency work in crisis response.
    - Candidate must be familiar with the UN system.
